I am a senior rail leader with over 39 years’ experience delivering operational excellence, infrastructure performance, safety leadership and organisational change across Network Rail, Railtrack and British Rail. My consultancy offering is built on deep operational credibility, strategic judgement and a proven ability to lead large teams through complex, safety critical challenges. Clients value my ability to quickly diagnose issues, bring clarity to complex situations and provide practical, assured guidance that supports decision making.
As Network Rail’s Route Director for the North West, I was accountable for the safe operation and maintenance of the route infrastructure, leading major programmes, managing a £3.4bn budget and representing the business with customers, stakeholders, media and government. I bring a whole system perspective that enables clients to improve performance, strengthen governance, manage risk effectively and deliver sustainable change. My leadership style is calm, collaborative and outcomes focused, with a track record of constructive challenge and evidence based decision making.
My experience includes acting as Rail Incident Officer and Rail Incident Commander at major accidents, leading strategic recovery following severe weather events, shaping franchise commitments with DfT, and delivering high profile programmes such as the London Olympics operational plan for London Euston and Director of Network Rail’s 21st Century Operations Programme These roles have given me a mature understanding of the political, operational and customer context in which rail organisations operate, and the ability to support clients with credible, practical and assured advice.
I am a Fellow of both the Chartered Institution of Railway Operators and the Railway Engineering Institution, reflecting my professional standing and contribution to the industry.

Business Change & Projects
I have led major operational and infrastructure programmes across the North West & Central region and Network Rail, delivering change in complex, politically sensitive and safety critical environments. My work has included shaping franchise commitments with the Department for Transport, overseeing multi‑agency performance initiatives, and leading strategic recovery programmes following severe weather events that required rapid decision making and coordinated delivery.
I bring a practical understanding of how change affects frontline operations, enabling me to design and support programmes that are realistic, achievable and aligned with business outcomes. My leadership of the London Olympics operational plan for Euston demonstrated my ability to coordinate operators, infrastructure teams and security partners under intense scrutiny, while the introduction of the CSL2 Black process strengthened incident response and cross‑industry collaboration across Network Rail, TOCs, BTP and Transport for Greater Manchester.
This experience enables me to help clients shape credible delivery plans, anticipate operational risks early and build cross industry alignment required for successful programme execution.
Rail Infrastructure
As Route Director, I was accountable for the safe maintenance, renewal and performance of all route infrastructure, managing a £3.4bn control period budget and leading multidisciplinary engineering, operational and customer facing teams. This included oversight of track, signalling, structures, electrification, drainage and operational property assets, ensuring compliance with standards and the effective management of engineering risk.
I have extensive experience balancing engineering requirements with operational performance, customer needs and financial constraints. My leadership strengthened safety culture, improved delivery discipline and ensured that infrastructure decisions supported long‑term network sustainability. I worked closely with central functions to influence policy, standards and network strategies, and managed complex engineering interfaces with operators, contractors and external stakeholders.
This background enables me to support bids with credible engineering governance, realistic delivery planning and assurance that infrastructure risks are understood and managed. My approach ensures engineering decisions are grounded in operational reality, enabling clients to deliver safe, reliable and financially sustainable infrastructure enhancements.
Rail Operations
I have led real‑time operations for one of the busiest rail regions in the UK. As Head of Operations Delivery, I led 1600 operational staff across signalling, control, incident response, operational planning and customer service, working with 18 TOCs/FOCs to deliver a safe and reliable railway.
My operational leadership included delivering performance improvement strategies, strengthening operational resilience, and leading strategic operating meetings with ORR, DfT and operators. I acted as Rail Incident Officer at three major rail accidents, demonstrating calm, decisive leadership under pressure, and developed disaster and incident management plans that improved recovery capability and operational readiness.
For 2 years I was also one of three Network Rail representatives on the Traffic Operation and management Standards Committee, managed through RSSB to oversee operational rules, workforce safety, and signalling standards across the national network.
This whole‑system operational perspective enables me to support bids requiring performance improvement, operational readiness, incident response capability or network coordination. This breadth of operational leadership allows me to support clients with whole system performance strategies that are both ambitious and achievable.
Rail Operations Training
I have a strong background in developing operational competence and safety leadership across large teams. As a senior leader, I modelled safe behaviours, led safety tours, challenged poor practices and embedded consistent operational standards across the route.
My experience as Designated Competent Person for investigations ensured that learning was captured and shared effectively, strengthening operational discipline and safety culture. I have coached operational leaders to improve decision‑making, communication and incident response capability, and supported the development of competence frameworks and training materials that improved consistency and confidence across operational teams.
This capability enables me to support bids with credible training, competence development, behavioural change and operational assurance expertise. I help organisations embed learning effectively, ensuring improvements are sustained rather than short lived.
Safety & Assurance
Safety leadership has been a defining part of my career. I am recognised for world‑class safety leadership, including acting as Rail Incident Officer and Rail Incident Commander at major accidents and leading recovery from significant infrastructure failures. My approach combines strategic oversight with practical operational understanding, ensuring that risks are identified, understood and managed effectively.
I have strengthened safety culture through visible leadership, behavioural change and consistent modelling of safe practices. My work with Trades Unions and employee representatives supported fair culture and enabled the delivery of complex change agendas, including the reduction in Lookout Assisted Red Zone Working to less than 1.5% on North West Route. I have provided assurance to senior leaders, regulators and stakeholders on safety performance, risk management and compliance, ensuring that governance frameworks are robust and effective.

I am a fully trained accident investigator and have authored numerous reports as well as acted as Designated Competent Person over the years. Each time I have taken the learnings and helped embed these into the organisation, both at local and national levels.
