Jim McGrory - Senior Consultant

I am a professionally qualified consultant with international experience in Operations and Signalling Project Development and Change Management.  With a background in Railway Operations, Signalling (including Traffic Management Systems) and Control Centre design.  My career has spanned over forty years in UK mixed rail and Metro with experience of: London Crossrail, Toronto Metrolinx, Danish Rail (CBTC and ERTMS), Euro-Tunnel, Irish rail, Aarhus Tram/Train, and Heritage Railways.  I spent eight years as a Sponsor/Development Manager for Network Rail, developing Signalling Renewals/Control Centre projects with a £250M+ portfolio.  I would consider myself a specialist in novel and complex applications, safety assurance, and change management.

I have a sound knowledge of principal railway technical disciplines, particularly Operations and Signalling Scheme Design, an understanding of system interfaces and technology development strategies.  I can articulate complex organisational and technical problems and write coherently and concisely, coupled with a sound practical understanding of Human Factors, Training, and Competency. In addition to technical expertise, experience has been gained in teamworking with delivery organisations in sponsoring/developing multi-discipline projects, and in the resolution of issues with stakeholders and clients, such as Euro-Tunnel, Toronto Metro, Virgin Trains and Transport Scotland.

Experience Summary

Railway Operations

My background in Network Rail Operations includes signaller at various locations including mechanical and power boxes. Scotland HQ Safety Auditor of Operations.  Senior PICOP/Engineering Planning Manager where I was responsible for possession and OHL Isolation planning and production of WON/PON items, opening notices etc.  Signalling Standards Manager with responsibility for Signalling Scheme Plan reviews, Signal Sighting, SORAT (overrun assessments), Signalbox and OHL Instructions.

I have extensive operations experience as a consultant including: Principal Consultant for Operations input on West Coast Route Modernisation and ISA for Novel Applications; Advisory role to Glasgow Subway in Operational Safety, and project support for Common Safety Method application during current major Subway Modernisation Project, which included set-up for Vehicle & Infrastructure Integration Testing.

During the Weaver-Wavertree Signalling Renewals project between Liverpool and Manchester with Network Rail North West, I was responsible for the review of rail freight connections, producing Operations Requirements Specifications, and for producing the Method of Working for various Freight Terminal and Operations Depots.

Projects & Engineering

I was Principal Consultant for Infrastructure and Vehicle Testing on Glasgow Subway (CBTC & UTO), providing project support for ANSTA Consortium (Ansaldo and Stadler) and safety case support for Authorisation for Testing Phases, including Network Testing and Trial Running.

I was Operations Task Leader, for Iarnród Éireann, which involved the development of Concept of Operations, Draft Screen Layouts, Detailed User Requirements, and an Operations Migration Strategy as advisor to Irish Rail in €75m renewal of the National Traffic Control Centre in Dublin which will encompass the entire rail network in the Irish Republic.

I was Sponsor/Senior Project Development Manager for £250m+ Portfolio development of Major Signalling and Level Crossing renewals with Network Rail, Scotland.  I was accountable for Signalling, Control Centre, and Level Crossing renewal schemes from Business Plan to implementation and final Close out.  Responsible for development phases from Output Definition to Detailed Design, volume and efficiency reporting, and for consulting all Stakeholders in Network Change.

I undertook a Lead Operations role in WCRM Safety Case support and Systems Integration, developing the safety case for the new Signalling Control Centre in Manchester introducing novel technology and control systems (Ansaldo ACC).

Safety & Assurance

Since 2014 I have been Lead Assessor on Danish Rail (Banedanmark) CBTC & ERTMS/ETCS projects involving leading the project assessment work in Operational Rules, Vehicle & Infrastructure Integration Testing.  I have been responsible for assessing compliance with CSM-RA process as applied to Operational Rules, Vehicle & Infrastructure Integration Testing, and compliance with Interoperability requirements (TSIs – Operation & Traffic Management).  I led the supervision of domain experts, ensuring competence and independence, assigning review work to assessors and domain experts, which required co-ordination of resources between regional offices in Glasgow, London, York, Madrid, Copenhagen, and Stockholm.  This commission has covered the existing lines in Danish suburban and heavy mixed rail, and two new High-Speed lines, Copenhagen-Ringsted, and Ringsted-Femern.

I was support Assessor for Operational Rules and Instructions on the initial phase of the Århus Letbanen (Aarhus Tram/Train project) Denmark.

I have, more recently, acted as Lead Assessor for the CSM assessment of Putting Into Use (PIU) of UK rail freight vehicles equipped with ETCS/Mark IV TPWS for the Freight Stakeholder Group (FSG) UK, and have carried out a similar role for CSM assessment of Class 387 ETCS fitment/ Mark IV TPWS (GWR/Heathrow Express).

I am currently supporting the assessment of the Operational Readiness process, particularly Trial Running, Rules, Instructions and Operational Procedures for the Rail for London Infrastructure Elizabeth Line.

Training & Development

Since 2014, I have provided project support for Danish Rail ERTMS/ETCS Fjernbane and CBTC S-Bane Level 2 applications as support Assessor on Training Programmes for Signallers, PICOPS, Drivers, and Training Instructors.  I was responsible for the second level assessment of Training Specifications, Training Needs Analysis, and Competency Management.

I am currently acting as support Assessor for the Crossrail/RfLI Safety Management System (SMS) and Competency Management System as applied to CSM.

I am currently Lead Tutor for Operations modules with the Institution of Railway Operators/Glasgow Caledonian University (IRO/GCU), the subjects being Railway Operations/Railway Systems Integration/Comparative Railway Operations.

Change Management

I was Principal Consultant for the development of Toronto Metrolinx Control Centre Ops Migration of Signalling Control form Toronto to Oakville Ontario.  This was a comprehensive review of the initial phase of change and involved a number of aspects of change management, including: Safety Assurance & Verification, Management and Control of Safety Documentation, Safety Planning and Management of the Control of Risk, Definition of Project Scope and Content, Management of Risk Assessment, Evaluation, Analysis and Mitigation, Operational Readiness Process, Human Factors Integration, Technical and Legal Compliance, Level Crossings and Public Safety, Transportation of Dangerous Goods, Formal Training & Corporate Culture, Commissioning Review & Lessons Learnt.

I am currently acting as Principal Consultant with See Change International for East West Railway (Oxford to Cambridge rail link) for the initial phase of the planning and feasibility for the Central Section (Bedford to Cambridge).  This involves promoting the regulated changes including capacity planning, timetable development, Freight, Station and Network Change together with harnessing stakeholder support for the proposals for the new line.
