I am a highly motivated and enthusiastic individual with proven highly effective leadership skills with a very strong emphasis on safety, risk, quality, governance, stakeholder and customer engagement, performance and commercial (financial control/value for money) activities.  I am very experienced working at all levels within both team and individual situations and adapt quickly to new challenges and situations.  I have a strong ability to lead and motivate individuals and teams to get the best from them within changing environments. 

Throughout my career I have been fortunate to gain strong, extensive knowledge and experience across many areas including: programme and project management, leadership, health & safety, training, development and competence management, corporate affairs and strategy, team building/working, sustainability and business development.  I have excellent communication skills, being very effective in dealing with project management and engineering challenges working within a large matrix environment. 

Experience Summary

Projects & Engineering

Led a team of project managers and programme controls and governance staff to deliver multi-disciplinary construction projects and to provide project support office activities for other project managers and business managers within Route Services Supply Chain Operations (SCO).  My team delivered and supported a £500m portfolio of national projects including the new Concrete Sleeper Factory, High Output Operating Bases (HOOB’s), Aggregate Handling Depots (AHD’s), Material Handling Depots (MHD’s), Rolling Stock and Road Rail Vehicles.

As programme manager, I successfully delivered the Crewe Material Handling Depot (MHD) enhancement programme.  My role included full autonomy to deliver the twenty-week programme within strict timescales while working with clients, principal contractor, internal and external stakeholders.  These works included contractor management (including CDM roles and responsibilities), risk & safety management, financial control and reporting.

Instrumental in the implementation of the new Network Rail advanced apprenticeship scheme (based on the First Engineering scheme) following the transfer of the Infrastructure Maintenance Companies (IMCs) back into Network Rail in October 2004 whilst working to get all the existing IMC apprentices through to completion.

Former plant fitter on various On-Track Maintenance Machines before joining the Plant Training Department as a technical trainer and then moving into the competence assessment centre as manager for Plant, OLE and Distribution.

Safety & Assurance

Chartered IOSH and associate within the Association for Project Management (APM) with experience in programme/project development and delivery within the rail industry.

Designed the Network Rail Route Services Construction Design Management (CDM) 2015 Management Procedure that has now been implemented

Training & Development

Training, development, and competence management expert.  Experienced in development, delivery, assessment, verification and reviewing of management and apprenticeship programmes for the UK rail industry.

Practical experience of Learning & Development design, delivery, and management across a range of functions within First Engineering, Network Rail, and as a consultant.  Designing and delivering further education management qualifications to both train and freight operating companies (TOCs/FOCs) and I am a qualified vocational assessor and verifier.

Assessor with The Institute of Engineering and Technology (IET).  Carry out End Point Assessments (stage one) on engineering apprentices within Network Rail.  Engineering disciplines include: Signal, Track, Electrification, Overhead Line, and Traction & Rolling Stock. 

Develop and deliver Passenger Transport Operations Manager (PTOM) level four programme, deliver level three and four ILM qualifications.  I also assist with learner assessments for other programmes and available for the role of Internal verifier for management and engineering qualifications.

Designed, implemented, and managed the First Engineering Apprenticeship Scheme, liaised with Further Education Establishments and Awarding Bodied for the academic and competence qualification aspects of the Scheme.  This led to me setting up the current Network Rail Advanced Apprenticeship Scheme (AAS) based on the success of the First Engineering Apprenticeship Scheme.  Designed the Network Rail Advanced Apprenticeship Scheme Portfolio.

Communications & Change Management

Significant Business Change and Business Improvement experience across many programmes/projects during my career particularly while with First Engineering and Network Rail.

Maintained and built effective relationships with key investment customers and stakeholders both internal and external across many projects during my time with Network Rail’s National Delivery Service.

Organised Advance Apprenticeship Scheme Parents and Guardians Events with Network Rail Senior Managers and Engineers, this was rolled out thought-out the network and is still on going.
